RTI correspondence received from LIC of India

Isn't it amusing that LIC of India states in the last paragraphs of the above pages, (stating a CIC decision in a case) that since this is a service matter, it's beyond the scope of the RTI Act? If this is indeed the case, why couldn't LIC of India have taken cognizance of my appeals and representations to it in the said matter; on its own? Hasn't it wasted the time, efforts and money of everyone concerned, i.e. myself, the CIC and its own? Or on second thoughts, is it just buying time to delay the matter till the end of eternity!
In my case, it's my hard-earned money and not money of the investing policy-holders, as is the case with LIC of India.
Besides, the Corporation is conveniently ignoring the fact that it is guilty of illegally depriving thousands of its ex-employees, of millions of their hard-earned money, since 1997. Why does it expect all such employees to mutely bear the injustice? 
 If these higher-ups had been deprived of their hard-earned money, they'd have known better than to give such inane excuses and justifications.
Please note that my RTI appeals had been admitted by the CIC on the basis of them being in the larger public interest; of which, I convinced them. The CIC doesn't entertain frivolous appeals.
